Fluency comes from speaking often, not from knowing every rule. The aim is regular practice that feels manageable.
Speak out loud every day, even alone: describe what you are doing, or summarise something you read. Record yourself and listen back. You will notice things to improve that you cannot hear while speaking.
Learn phrases, not only single words. Whole phrases such as "I would like to ask about..." help you speak smoothly because you are not building every sentence from scratch.
Find a conversation partner or a teacher who corrects you kindly. Mistakes are part of learning, and a guided speaking class gives you a safe place to make them.
